Our History
From Saving Lives to Safeguarding Truth and Rebuilding Hope
Truth Guardians was born from the legacy of The White Helmets (Syria Civil Defence) — a movement that for over a decade risked everything to save lives, protect communities, and bear witness to the truth.
To the Truth Guardians
Following the transition in Syria, the White Helmets’ emergency response structure was formally integrated into the newly established Ministry of Emergency and Disaster Management (MEDM). Meanwhile, the Justice & Accountability, Cultural Heritage, and Grants and Programme Development divisions evolved into an independent entity — Truth Guardians Foundation — to continue advancing Syria’s truth, justice, and recovery agenda.
Today, Truth Guardians works to strengthen institutional capacities for truth-seeking, reconciliation, cultural preservation, and socio-economic recovery. Guided by its Build–Operate–Transfer (B.O.T.) model, the foundation builds systems, empowers institutions, and transfers ownership to national bodies — ensuring that Syria’s recovery is Syrian-led, inclusive, and sustainable.
From The White Helmets
During the Syrian conflict, White Helmets teams documented incidents of attacks against civilians, collected physical and digital evidence, and preserved one of the largest archives of closed-source material on war crimes and crimes against humanity in Syria. In parallel, they implemented large-scale rehabilitation and infrastructure projects, restored public service facilities, and engaged communities in rebuilding efforts.
Over the years, their work evolved to include forensic response, evidence archiving, investigation support, cultural heritage protection, and institutional development — laying the foundation for what has become the Truth Guardians Foundation.
